Philippine AI Bill proposes to oversee artificial intelligence activity in the country

Robert Ace Barbers, Surigao del Norte Second District Representative, recently filed a bill in the Philippines with regard to Artificial Intelligence or AI.

House Bill #7396 proposes the creation of the Artificial Intelligence Development Authority (AIDA). If passed, it will become “responsible for the development and implementation of a national AI strategy.”

It also aims to “promote research and development in AI, support the growth of AI-related industries, and enhance the skills of the Filipino workforce in the field of AI.”

Rep. Robert Ace Barbers filed the proposal in the House of Representatives on March 1, 2023. In addition, he explained its purpose in an attached note:

“AI is rapidly transforming the global economy, with its potential to enhance productivity, improve the delivery of public services, and drive economic growth. While the Philippines recognizes the importance of AI in the development of the country, the rapid phase of technological advancement in AI also poses risks and challenges..…”

“…that must be addressed to ensure that its benefits are maximized, and its negative impacts are minimized, if not, avoided.” 

Thus, House Bill #7396 defines it as a general term for various technologies. These include deep learning, machine learning, and natural language processing.

It also recommends the creation of an Artificial Intelligence Development Authority (AIDA). This will oversee artificial intelligence research, development, and deployment. AIDA will conduct risk assessments and impact analyses to ensure the technology complies with ethical guidelines and protects individual welfare.

Also, it would develop cybersecurity standards for artificial intelligence to prevent hacking and other cyberattacks. In short, AIDA would serve as a “watchdog” to guard against people who may take advantage of artificial intelligence for criminal means. 

“Sa paglabas ng bagong teknolohiya na AI, tiyak din na may mga tao na gagamitin ito sa kasamaan,” Robert Ace said.

Section 8 of the Philippine AI Bill proposes funding for artificial intelligence research and development for academic institutions, businesses, and government agencies. Moreover, it would encourage the “development of AI talent and skills in the Philippines through education and training programs, among other things.”
