What to Do When You Receive an NCAP Notice of Violation

Local government units (LGUs) send official NCAP notices by physical mail or courier to the registered owner’s address on file with the Land Transportation Office (LTO). Treat any text message, email, or messaging app notification claiming an NCAP violation and containing a payment link as a potential scam.
Additionally, motorists should avoid clicking suspicious links or sharing personal information, bank details, e-wallet credentials, or one-time passwords (OTPs) in response to unsolicited messages.

Check the details of the Notice of Violation
Upon receiving an NOV, motorists should carefully review the information provided, including the date, time, and location of the alleged violation, the specific traffic offense, and also the corresponding fine based on the standardized rates outlined in the Metro Manila Traffic Code of 2023 (Single Ticketing System).
Pay only through official channels
The public should use only official LGU payment channels and also avoid clicking payment links sent through unsolicited text messages, emails, or private messages.
Moreover, if motorists fail to pay the fine or file a formal protest within 10 working days of receiving the NOV, the LTO will place an alarm on the vehicle’s record. This alarm prevents them from renewing the vehicle’s registration, transferring ownership, or processing other LTO transactions until they resolve the violation. Motorists can still pay the fine after the LTO places the alarm.
Right to Contest a Violation
Keep vehicle registration records updated
By understanding the NCAP process, using authorized payment and protest channels, and further staying alert to scams, motorists can protect themselves and fulfill their responsibilities on the road. They should also follow traffic regulations at all times to promote safer, more disciplined, and responsible road use.
